The LA County Economic Mobility Initiative (EMI) expands the LA County Department of Economic Opportunity (DEO)’s Office of Small Business (OSB) with community partners to reach and support the region’s entrepreneurs, small businesses, and nonprofits, including those who have faced historic disinvestment. In addition to OSB’s Small Business Concierge and Certification and Contracting teams, EMI provides assessment and referrals for education, training and technical assistance, and access to capital and commercial spaces through DEO and trusted organizations so that local, diverse small businesses and nonprofits not only start and grow but are a part of inclusive development and build generational wealth. These programs and services and resources will evolve with the needs of the small business and nonprofit community and economy.

This program is made possible by the American Rescue Plan Act and Care First Community Investment and a June 2021 motion introduced by the Los Angeles County Board of Supervisors that aimed to support BIPOC, women, and other historically disinvested communities overcome barriers to small business start-up and growth.

    Education and Entrepreneurship Academies

    The LA County Entrepreneurship Academy provides early-stage owners and entrepreneurs with cohort-based and 1:1 instruction from partners in all 5 Supervisorial Districts on foundational business practices as well as mentorship and need-based stipends. All Graduates leave with a business, financial, and marketing plan and ongoing support for capital and growth opportunities. Priority participant and/or sector-focused Entrepreneurship Academies are also offered.

    EMI provides a variety of training and technical assistance programs, including cohort-based and one-on-one technical assistance, that reduce barriers and open up opportunities based on unique small business and nonprofit needs, such as legal aid, new organizational and revenue models, and certification and contracting.

    Access to Capital and Commercial Space

    Grants and loans for small businesses and nonprofits to advance their operations and impact, ranging from predevelopment, acquisition, façade and tenant improvement, and marketing and promotion.

  • Additional Small Business Services icon

    Additional Small Business Services

    Connect with additional County services that support small businesses with personalized assistance, hiring resources, certifications, referrals, and other business support.

LA COUNTY ENTREPRENEURSHIP ACADEMY

8- to 10-week cohort training for early stages entrepreneurs on business, marketing, and financial planning.

Entrepreneurship Academies not currently available with LEEAF, ICON CDC, Antelope Valley Small Business Development Cente and VSEDC.

CANNABIS SOCIAL EQUITY ENTREPRENEURSHIP ACADEMY

6-week cohort trainings for aspiring entrepreneurs and business owners in the newly legalized cannabis industry. The program will prepare entrepreneurs in advance of the County’s future Social Equity Program and regulated market.

Cannabis Social Equity Entrepreneurship Academy currently available through ICON CDC.

YOUTH ENTREPRENEURSHIP ACADEMY

6-week cohort trainings for high school and community college use to explore tech careers and entrepreneurship, build social and financial capital, and test early business concepts.

Youth Entrepreneurship Academy with Next Shift Learning not currently available.

CERTIFICATION AND CONTRACTING

Cohort-based training and one-on-one technical assistance in getting registered, certified, and accessing public sector contracts.

OneLA Inclusive Procurement program not currently available with LA Area Chamber.

EMPLOYEE OWNERSHIP INITIATIVE

Technical assistance and capital for employee ownership for entrepreneurs and small businesses looking to transition.

Employee Ownership LA County not currently available through Project Equity.

SOCIAL ENTERPRISE SUSTAINABLE GROWTH AND INCUBATORS

Cohort-based training and technical assistance to explore revenue generating options as a non-profit or level up exisiting social eneterprise.

Social Enterprise Sustainable Growth and Incubators not currently available through the Center for Nonprofit Management and REDF.

LA REGIONAL SMALL BUSINESS LEGAL AID PROGRAM

One-on-one consultation, workshops, and academies offering no-cost commercial legal aid and referrals for representation.

LA Regional Small Business Legal Aid Program currently available through Bet Tzedek and Public Counsel.

COMMERCIAL ACQUISITION FUND

Forgivable loans for small businesses, nonprofits, and developers for predevelopment and acquisition of vacant and underutilized properties while supporting local business and anti-displacement.

Cycle 2 of the Commercial Acquisition Fund is currently available through Genesis LA.

SMALL BUSINESS MOBILITY FUND

Grants with flexible capital for small businesses that advance start-up and growth. Grant programs support Entrepreneurship Academies, Formalization (for Sidewalk Vendors), and Brick-and-Mortar Launch.

Formalization Grants not currently available with Inclusive Action and ICON CDC.

OFFICE OF SMALL BUSINESS

Direct service from the County’s Office of Small Business, serving participants countywide virtually or in person at the East LA Entrepreneur Center. Services include assessments, small business concierge assistance, referrals to EMI programs, and certification assistance for County contracts.

Direct service from the County’s job centers, including recruitment services, financial incentives such as wage subsidies and tax credits, and customized training for hiring employers.

LA County Launches EMI at the first LA Regional Small Business Summit

The Department of Economic Opportunity and LA County of Board of Supervisors invested $25 million in American Rescue Plan dollars to launch the Economic Mobility Initiative (EMI). EMI focuses critical recovery dollars, expands the capacity of the County’s Office of Small Business with 15+ partners, centralizes access through a hub and spoke model, and offers tailored information, training technical assistance, and capital that mitigates barriers and promotes economic mobility and resiliency for entrepreneurs, small businesses, and nonprofits.
